Mr. Carter’s legal career began as a hearing officer for the State of Florida DEO with jurisdiction over state and federal administrative appeals for unemployment benefits. Prior to founding The Carter Firm, PLLC., Mr. Carter was an associate attorney with Cole, Scott & Kissane, P.A., which is the largest law firm in Florida. In that capacity, Mr. Carter represented a significant variety of clients in numerous industries, including, among others, national and regional insurance carriers (defense work), automobile manufacturers and dealerships, supermarkets, Florida state agencies, homeowner associations and multi-family developers, landlords and property management companies, trucking and transportation companies, general contractors and sub-contractors, restaurants, and gas station owner operators. Later, he worked as staff counsel for GEICO, representing insured clients in Bodily Injury and Uninsured/Underinsured motor vehicle accidents.
Mr. Carter attended Albany State University, an HBCU in South Georgia, for his B.S. in Criminal Justice and later the University of Phoenix, graduating with a Master’s of Organizational Management. He attended Word of Faith Bible Training Center Southeast, and became an ordained volunteer minister of outreach at Impact Church in Jacksonville, FL. where he has been a faithful member for almost 27yrs. Lastly, he graduated from Florida Coastal Law School with the highest Pro Bono Honors totaling well over 225 hours of service. Mr. Carter is a member of the American Bar Association, The Florida Bar, Jacksonville Bar Association. He is admitted to practice in FL and Middle District of Federal Court.
Mr. Carter has served in various capacities as a volunteer in the community and in the Department of Corrections for over 23 years. Currently, Mr. Carter serves as Secretary on the Planning Commission. He was appointed in 2023, as Planning Commissioner in District 6 for the City of Jacksonville and Duval County. In his spare time, he enjoys traveling, ministry outreach, son’s soccer games, daughter’s gymnastics, spending time with his wife and four children.
